Dr. Luc Boileau, Quebec's interim National Director of Public Health, confirmed Wednesday that he is recommending the end of mandatory masks in most public spaces as of May 14.

The measure will officially come into effect at midnight on Friday, May 13 to Saturday, May 14.

Here is a summary of the CNESST updates for our sectors that will come into effect on that date:

Distancing including the wearing of a quality mask (indoor and outdoor)
- Discontinuation of the requirement for physical distancing and the wearing of masks
- Distancing measures (physical distancing, physical barriers, or wearing a quality mask) are still recommended but not required

Tightening of certain health measures
As you know, since December 31, 2021, a curfew is in effect between 10:00 p.m. and 5:00 a.m. in all regions of Quebec.

As in January 2021, it would appear that our sectors are not impacted by the current curfew. However, the current information related to the new decree is not entirely clear and we are waiting for confirmation from the Ministère de la Santé et des Services sociaux. For this reason, we recommend that you limit your travel within the permitted hours at this time.

If you are required to travel as part of your services during the curfew, we will still provide you with a letter of authorization.

Members will be able to find the letter of authorization in their member space, in the Documents section.

Again, we suggest that you remain cautious until we have official clarification.

Non-mandatory vaccination for therapists in the private sector

Recently, Minister Dubé stated in an interview that our sectors could be impacted by the mandatory vaccination that will be in effect on October 15, 2021.

However, the ministerial decree published on Friday, September 24, 2021 put an end to our expectations: our therapeutic fields in the private sector are not affected by the new measure.

The therapist working in one of these places is not affected by the mandatory vaccination:

- a multidisciplinary clinic
- a spa (hotel or other)
- a training room or sports complex;
- his own treatment room;
- in his or her own home;
- in the client's home.

Only those professionals are affected for whom the tasks ;

(1) involve direct contact with persons to whom health and social services are offered

(2) involve direct contact with workers referred to in point 1, in particular because of the sharing of common spaces.

The workers concerned are those who have direct contact with users, whether paid or unpaid, as well as the persons who have contact with these workers.

In addition, to be covered, they must work or intervene in places offering health or social services to users or housing vulnerable clienteles. These settings include:

- local community service centers (CLSCs)
- Hospital centers;
- residential and long-term care centers (CHSLD)
- child and youth protection centers
- Rehabilitation centers;
- Intermediate resources and family-type resources;
- private residences for seniors;
- private practices of the following professionals
o nurses
o nursing assistants
o respiratory therapists
o midwife
o Pharmacists;
o physicians.
- Medical imaging laboratories ;
- premises operated by organizations that have entered into an agreement under section 108 of the Act respecting health services and social services for the provision of certain health and social services (LSSSS).

ALERT LEVEL PREVENTION MEASURES IN WORKPLACES - CNESST

During the last press briefing, Mr. Legault was careful not to reveal the date on which the Council of Ministers will cease to renew the state of health emergency, but he nevertheless gave a good overview of the key moments in the "deconfinement" of Quebec society.

May 28. End of curfew. Travel between regions will be permitted throughout the province.

Vaccination - important update
We have received new information about row 9. Indeed, it seems that there is a confusion between some spokespersons of the Ministry of Health and the reference list published on the Quebec.ca website. 
On our side, we had received the confirmation that we were part of rank 9, and this from an official source, however this information does not seem to have been relayed to the teams in the field.
So far, some therapists have managed to get vaccinated, but several have been refused on site.
As a result, we are no longer able to guarantee your access at this time. Please know that we are trying to clarify the situation and that we are in discussion with other associations who are also trying to reach the authorities on this subject.

This being said, the opening of row 10 (all the population) will be soon, so all those who wish to do so will be able to get vaccinated very soon.

Return to the red zone and special emergency measures to curb the spread in certain regions of Quebec

Hello everyone,

This press release follows certain changes made to the protocol Therapeutic care in private practice of the Institut national de santé publique du Québec.
However, we would like to draw your attention to this important clarification: During the appointment, it is recommended that the client wear a quality medical (procedural) mask upon entering the care premises, given the proximity of the worker for a prolonged period of time. To ensure compliance of medical masks worn by clients, it is recommended that a procedural mask be provided to the client upon arrival. Ideally, masks that meet the American Society of Testing and Materials (ASTM) F2100 compliance criteria should be preferred. Masks meeting EN 14683 (Type IIR) may also be used.

Last Saturday, we issued a curfew warning. This was in response to two events involving alternative therapists and also to the fact that some of the information on the quebec.ca website was contradictory. 

That being said, the government website has been updated and the curfew issue is now clarified. All members of the ANPQ, ANQ and RMQ, as well as their clients, are allowed to circulate for appointments requiring physical presence during curfew hours. First of all, we remind you that all ANPQ, ANQ and RMQ members may continue their activities during the containment period from January 9 to February 8, 2021 inclusively.

Since the announcement of the confinement, we have been asked several questions, more specifically about the curfew.
We can read in this Radio-Canada article that ''All health care and professional services clinics, (...), will remain open. People will be able to get to and from them, even after curfew".

We received this information this morning and are pleased to confirm that you will be able to continue your activities after curfew hours. 
However, we invite you to be diligent and move your appointments whenever possible to facilitate the work of the roadside checkpoint operations.
It is our individual efforts that, collectively, will pay off.

When traveling during curfew, you may have to justify your reasons for leaving. To do so, we have adapted the government document for your needs. You will be able to fill out your portion directly using your keyboard or by hand once printed. Download the document.

What about your client?

He.she might also have to prove his exit permit to the authorities.
A transaction receipt, an appointment confirmation (e.g. by email), or a consultation receipt will be accepted as supporting documents during a verification. 

Home Practice

We confirm that you can practice at your home as well as go to your client's home, even after curfew, always respecting your protocols.

Therapeutic sector remains open

Following the press briefing given by Premier François Legault, we confirm that all members of the ANPQ, the ANQ and the RMQ are authorized by public health to continue their activities during the confinement period from January 9 to February 8, 2021.

Naturopaths, naturotherapists (including foot care - podology) and massage therapists will be able to offer their consultation and treatment services. This, always in accordance with the protocols in effect.

We know that many misunderstandings remain in relation to zoning and the new directives announced by public health. Map of COVID-19 Alert Levels by Region

We contacted public health with the objective of clarifying some of these questions.
Let's start by reminding them that nothing has changed for us, we are still authorized (by applying health measures and protocols) to practice as it was when our sector reopened on June 1st, 2020. List of Sectors Impacted in the Red Zone

Now let's clarify some points:

We have validated that we are always authorized to receive our clients no matter where we practice or to be received by our clients, in other words we can continue as usual even if interzone or interregional travel is requested.


However, for therapists practicing in a gym, the issue is a little more complex because the gym's activities must remain closed.
Technically, according to public health, there is nothing to prevent a therapist from meeting a client individually in a training establishment (gym), considering that he or she operates in a private office annexed to it and that the rest of the services are closed .


For people who work in a yoga center, it is the same principle: group yoga classes are not allowed, however therapeutic meetings in private are.

It is also the same principle for spas and massage therapy or other services: the spa must remain closed but therapeutic services in individual meetings can remain open.

So there you have it, we hope to have clarified some of the grey areas with you.

CANADIAN ECONOMIC RECOVERY BENEFIT (CEB)

Hello dear members,

As most of you already know, Quebec City has announced new restrictions related to the coronavirus pandemic, as a second wave has begun to sweep the province.
The Legault government is raising the alert level throughout the territory. Several regions, including Greater Montreal, are going into a red zone, but schools remain open.
The state of maximum alert is triggered for the 82 municipalities of the Montreal Metropolitan Community (MMC), the MRC of Rivière-du-Nord, in the Laurentians, Chaudière-Appalaches and the Capitale-Nationale, with the exception of Portneuf and Charlevoix.

Our sectors of activity remain open, more precisely :

Businesses, stores and boutiques will be able to remain open, as well as businesses offering personal and aesthetic care and community organizations. This includes training rooms, hair salons, shopping malls, clothing boutiques, etc..;
Health services in private practice will be allowed to continue, provided that only one person is required to provide care;
In residential and long-term care centers (CHSLDs), seniors' residences (RPAs) and intermediate resources (IRs), visits for humanitarian purposes and those of family caregivers will be permitted, one person at a time, for a maximum of two people per day;
Individuals will no longer be allowed to receive guests in their homes or cottages. However, exceptions will be made for family caregivers; for persons providing home support or services; and for workers performing scheduled work. This means, for example, that a home care nurse or a plumber needing to do a repair will be able to continue to do their work. In addition, people living alone may be visited by another person, but the visit must always be the same person.

Practice in the client's home and practice in the client's home remain permitted as long as the health protocols and measures are properly applied.

Mandatory wearing of the mask

As of Saturday, the wearing of face coverings will be mandatory for people aged 12 and over in all indoor public places, such as businesses, everywhere in Quebec, Prime Minister François Legault announced at a press briefing on Monday.

For the time being, the responsibility for enforcing the regulation will rest with business owners, who will have to inform customers of it at the very least.

An establishment that does not cooperate will first be served a warning. It could then be fined between $400 and $6,000 for repeat offences.

As of August 1, recalcitrant individuals could also be fined.

What areas are targeted by the measure?
Wearing a mask/face shield will now be mandatory in indoor public places.

What is a "indoor public place"? "It is any place where, as a member of the public, you will pass people and there is a risk of being less than two metres away," explained the National Director of Public Health, Dr. Horacio Arruda.

Examples of places where the mask/face shield must be worn include the following
A retail business;   
A service business (e.g., pharmacies);   
A private professional office;

FAQ

Q. If my consultation appointments are spaced out and no client crosses within two metres, is my workplace considered an indoor public place?
R. According to the definition, no, it is not considered an indoor public place.

Q. Is my home considered an indoor public place if I conduct my consultations there?
R. It depends on how you manage your appointments. It will be considered an indoor public place if there is a risk of not respecting the physical distance of two meters between clients.

Q. When care is provided in the client's home, does the client have to wear a mask?
R. No, the client must not wear a mask because the client's home is not considered an indoor public place. However, do not forget that the therapist must, according to the protocol, wear a mask at all times.

Q. When must the mask be worn by the client?
R. Upon arrival, when moving around the place and when leaving. The mask may be removed by the client during the treatment only.

REMINDER on changes to health standards - Massage therapy and therapeutic care - June 8, 2020
In the wake of new recommendations published on the INSPQ website, CNESST will update the Guide de normes sanitaires en milieu de travail for the personal care and aesthetics sector and in the workplace for the therapeutic care sector.
As a result, the wearing of a tracksuit (blouse, lab coat) is no longer mandatory. If it is worn, it must be removed and washed at the end of the working day, as with other clothing worn.

Some changes have been made to public health guides.
Here are the points we would like to draw your attention to:

After consultation with the Public Health Directorate, the position is as follows:

Private health care services, hairdressing, esthetics, etc. can be offered from the worker's residence (e.g. hairdresser or massage therapist who offers services from his home, the client goes to the worker's home) with the same recommendations as for a practice or commercial premises.

Private health care services, hairdressing, esthetics, etc. could be offered at the client's residence (e.g. hairdresser or massage therapist who comes to the client's home). These services are not prohibited. We will produce recommendations for this type of situation in the next few days.

We have produced two sample letters, one for before the consultation and one for after. You are not obliged to use these letters, but we recommend that you do because they are protective tools.

REOPENING FOR BEAUTY CARE ON JUNE 15
Hair salons and other beauty care services will be able to reopen on June 15 in the greater Montreal area and the MRC de Joliette. 
In addition to hair salons, barber shops, beauty centres, manicure and pedicure, hair removal, tattoo and piercing, skin care and personal care services at home are affected by this reopening.

Here are the answers to frequently asked questions:

1) Can we massage in a spa? There are no contraindications on this subject, considering that the sanitary measures are applied there. Nuance: these are the services of the spa - jacuzzi, sauna, etc. - which are provided by the spa. - which are not allowed to reopen.

2) Corporate therapy care, i.e. for therapists travelling in companies? No contraindication, considering that the company applies the health measures in the workplace and that the therapist applies those of his protocol.

3) Practicing at home without independent entry? This does not pose any problem as long as the therapist applies his sanitary protocol.

4) At the client's home ?  This context makes it difficult to control the environment and therefore the application of the protocol. That said, this question remains to be seen and presents greater risks of transmission. Until further notice, we recommend that you receive clients at their own office. However, if a client is unable to travel and asks to be seen urgently, we leave it up to our member to decide whether or not to intervene. If this is the case, we ask you to limit your activities to one client per day.

5) In an office building? No contraindications, however the common areas must allow for social distancing. We suggest that you establish a circuit to organize travel.

6) Can chiropodists and foot care hygienists resume their activities on June 1st? The answer is yes for regions outside the Montreal Metropolitan Community (MMC) with the exception of the Joliette sector. For practitioners in the Montreal Metropolitan Community (MMC) and the Joliette sector, activities can resume only after the reopening of the esthetics sector.

7) Due to numerous technical problems, I missed most of the conference on Rights & Obligations in Labour Law given by lawyer Karine Fournier?   The event will be rescheduled, we will send you the date as soon as it is fixed. 

8) Does training in hygiene and sanitation count as continuing education? Yes, for 2 hours of training. You can send your certificates to info.naturo@videotron.ca

9) Will the alternative schools be able to reopen? Nothing currently prevents this, as long as the appropriate protocol is applied.

10) What is the difference between masks? Are artisanal and reusable masks allowed? For all questions concerning sanitary equipment, we ask you to register for the training in hygiene, sanitation and asepsis offered by Soins Personnel Québec. (Offered in French only)

11) When touching the body, is it mandatory to have a tracksuit, blouse or lab coat or is one piece of clothing sufficient (t-shirt, sweater etc.)? A single piece of clothing is sufficient, however, you must plan to change your shirt and pants between each client. The blouse and lab coat cover more surface area, which means you don't have to change your pants.

We would like to remind you that Soins personnels Québec has created a training course on Hygiene & Sanitation given by a microbiologist that will be available very soon, with a certificate of participation, to inform you adequately. This training will be offered free of charge until the end of June. After this date, a 6.00$ fee will be applicable.

Dear members,

In the context of de-confinement and reopening, it is difficult to know which category of workers we belong to as therapists. The answer is that we fall into the category of personal care. This category includes hairdressing, aesthetics, massage therapy and complementary alternative medicine.

There is a government sector committee mandated to oversee the sector.
This committee is Soins personnels Québec.

Soins personnels Québec has created a tactical committee in collaboration with CNESST, Public Health and associations (including ours).
This committee is responsible for raising problems, sharing good practices and finding preventive solutions to ensure compliance with public health guidelines and recommend actions to be implemented in personal care services.

What is the current status of the process?
The tactical committee has worked on two priority aspects:
1. Convincing CNESST to collaborate with our sector
2. Propose a return-to-work guide and plan

On 19 May, CNESST contacted the tactical committee to agree to collaborate on the file.

The guide has been submitted and is now under review and we have been informed that it should be ready this week.

What does this mean?
The direct involvement of CNESST means that you will be able to prepare for an eventual return to work using this guide.

Is there a date for the reopening?
No date has been set yet and receiving the guide does not mean the sector will reopen. We will have to wait for the official announcement from the government before moving in that direction. 

What can we do to prepare now?
Workplace Sanitary Standards Guide – COVID-19 already exists on the CNESST website. The other guide to come will add details, but the basis is already here.

Training offer

Readjustment of recommendations


A few weeks ago we contacted the government to see if we could, within our own abilities, provide our respective services in the event of an emergency.

The response we received was that yes, we had to do that.

However, the response we received was not publicly announced and was not taken up by the government as a whole in terms of official recommendations.

As a result, we must once again readjust our recommendations to our members.

Here is our new definition of an emergency response


As of today, no therapist should offer his services in person unless he is recruited by a body of the official health care system, e.g.: hospital, CHSLD, CLSC, podiatric clinic, private medical practice, etc...

This, always with a view to respecting social distancing measures and protecting the population as a whole as well as our members.

The new Canada Emergency Benefit

The benefit is $2,000 per month for the next four months for workers who are without pay as a result of COVID-19.

The Prime Minister announces the creation of a “simplified” financial assistance program: the Canada Emergency Benefit, which is the result of the merger of the Emergency Care Allowance and the Emergency Support Allowance, both of which were created last week.

The Canadian government will provide a taxable benefit of $2,000 per month for up to four months:

- workers who have to stop working because of COVID-19 and do not have access to paid leave or other income support;

- workers who are sick, quarantined or caring for someone who is ill with VIDOC 19;

- working parents who have to stay home without pay to care for children who are sick or need extra care because of school and daycare closures;

- workers who still have their jobs, but are not being paid because there is not enough work at the moment and their employer has asked them not to come to work;

- salaried employees and self-employed workers, including contract workers, who would not otherwise qualify for employment insurance.

The Canada Emergency Benefit will be available through a secure web portal beginning in early April. An automated telephone line and a toll-free number will also be available for claimants to apply.

Applicants would begin receiving their ECP payments within 10 days of submitting their application. The benefit would be paid every four weeks and would be available from March 15, 2020 to October 3, 2020.

Clarification of our recommendations

There are exceptional cases requiring your intervention. We are aware of this.

We have contacted the government to this effect and they have confirmed to us that if you are dealing with someone in immediate need and you have the qualifications to intervene, you can do so. We are all facing an unprecedented situation right now. So the government's view, as well as the association's view, is to use common sense, to use our judgment.

No one will hold it against you for reacting to an urgent situation.

Understand what we are saying and whether or not your intervention is essential. It is our responsibility as citizens in these times of crisis when official health services are overwhelmed and not meeting demand.

As therapists, we trust your judgment and your decisions.

We ask you to pay special attention to your clientele of elderly people who are among the most vulnerable at this time. Make the right decision for them, either to abstain from appointments to protect them from the risk of contagion, or to maintain your care for an emergency situation. 

As a second step, we reiterate that you should consult the self-care guide, which will help you to be guided in terms of hygiene measures and possible actions to relieve your clients.

Following numerous questions about the time frame of the recommendations, we announce that as long as the social distancing is effective, we will continue to move in this direction. Therefore, we may continue to recommend that you cease your activities until May.

On the other hand, you will be entitled to financial assistance that will be available as of April.

The new Emergency Support Benefit
For Canadians who lose their jobs or face reduced hours as a result of COVID’s impact, the Government is introducing an Emergency Support Benefit delivered through the CRA to provide up to $5 billion in support to workers who are not eligible for EI and who are facing unemployment.

We recommend that you open your CRA file now so that you can apply when the benefit becomes available.

The access code is your key to accessing secure online services. Before you can register for MDSC (My Service Canada Account) with a login partner, you must have an Access code.


There are two ways to request an Access code:

How much money and when?

Here are the two measures that affect you as a self-employed person who has lost most of your income. 

 

The first concerns all self-employed workers who have faced a loss of income and are not eligible for Employment Insurance. 

1. The new Emergency Support Benefit

For Canadians who lose their jobs or face reduced hours as a result of COVID’s impact, the Government is introducing an Emergency Support Benefit delivered through the CRA to provide up to $5 billion in support to workers who are not eligible for EI and who are facing unemployment.

 

The second has specific criteria. Please read carefully if your situation corresponds to it.

2. The new Emergency Care Benefit

Introducing the Emergency Care Benefit providing up to $900 bi-weekly, for up to 15 weeks. This flat-payment Benefit would be administered through the Canada Revenue Agency (CRA) and provide income support to:

·         Workers, including the self-employed, who are quarantined or sick with COVID-19 but do not qualify for EI sickness benefits.

·         Workers, including the self-employed, who are taking care of a family member who is sick with COVID-19, such as an elderly parent, but do not qualify for EI sickness benefits.

·         Parents with children who require care or supervision due to school or daycare closures, and are unable to earn employment income, irrespective of whether they qualify for EI or not.

Application for the Benefit will be available in April 2020, and require Canadians to attest that they meet the eligibility requirements. They will need to re-attest every two weeks to reconfirm their eligibility. Canadians will select one of three channels to apply for the Benefit:

1.       11by accessing it on their CRA MyAccount secure portal;

2.       22by accessing it from their secure My Service Canada Account; or

3.       33by calling a toll free number equipped with an automated application process.

We would like to take a moment and urge all integrative healthcare professionals to take the lead in helping to dispel the myths and misinformation circulating about Covid-19 and natural medicine.

Specifically, it should be clearly communicated to others—clients, colleagues, manufacturers—that there are no vitamins, minerals, herbs, nutrients or other natural medicines that have been shown in human clinical trials to prevent or treat Covid-19.

While some natural medicines in the form of vitamins, minerals, herbs, and other nutrients can help enhance immunity, such measures should not replace social distancing, quarantining when necessary, or any other recommendations made by the Public Health Agency of Canada related to the novel coronavirus and Covid-19 infection.

Please remember that even if a patient’s immune system is strong, that patient may still carry and transmit the virus. While this pandemic is unfolding quickly, the prevalence of carriers in communities is currently not known.

Like you, our concern is for the safety of our communities.

Based on the clear demands of the Public Health Agency of Canada as well as the Government of Quebec, the ANPQ/ANQ/RMQ network takes position as a representative organization of the alternative health community.
Consequently, the network's Board of Directors recommends to all its members to postpone their activities until March 30th.

Mr. Legault reminded Quebecers of the importance of carefully following the instructions and hygiene measures recommended by Quebec Public Health to counter the virus, namely to wash their hands regularly with soap and to cough and sneeze into their elbows. An Internet site has been created, www.québec.ca/coronavirus, to gather all the information. The telephone line 1 877 644-4545 is also in place. Finally, the Prime Minister reiterated his request to protect seniors from VIDOC-19 and not to go to nursing homes if they have any flu-like symptoms.
